Yes. It's time to involve your parents and a school administrator. This teacher should in no way prevent you from playing in a more prestigious orchestra. I would suggest your parents visit this teacher and talk with him, and if he still refuses, they should go to the administration. You have rights, and you're not being treated fairly here. Good luck.
