Toilet bowl rotation?

No, as it depends on the scale. The small bowl of water draining is NOT affected by the same gravitational forces as a storm system. This has been proven to be WRONG in the small case of a sink draining. The sink is more a function of the sink itself. In storms, it IS the forces of nature and the spin of the Earth combining to cause low pressure areas to go one way or the other.
