What are the requirements to join Phi Delta Chi? Can you start a chapter at another school?

I'm specifically talking about the Omicron chapter at USC but this goes for all. About starting a new chapter, can it be at a school where there is already another Pharmacy Frat? (i.e. Kappa Psi)
